PROBLEM TO BE SOLVED: To provide a communication device and the like that enable a radio terminal to be quickly connected to a communication device having communication quality higher than that of another communication device.SOLUTION: A communication device 10 comprises: a communication unit 11 that performs radio communication with a terminal 30 capable of selectively performing radio communication with any of the communication device and another communication device 20 and is capable of performing communication between the communication device and the other communication device; a storage unit 13 capable of storing first quality information between the terminal and the communication device and second quality information between the terminal and the other communication device; and a control unit 12 for controlling operation of the communication unit and the storage unit. The communication unit generates the first quality information on the basis of a signal received from the terminal and receives the second quality information from the other communication device.
