PROBLEM TO BE SOLVED: To provide a communication environment more convenient for a user.SOLUTION: A communication relay device comprises: a terminal communication antenna for communicating with a terminal; a relay communication antenna for communicating with a relay line; a communication traffic detection unit for detecting communication traffic of communication with the terminal via the terminal communication antenna; and a flight position control unit for controlling a flight position of the device on the basis of communication capacity of communication with the terminal via the terminal communication antenna or communication capacity of communication with the relay line via the relay communication antenna, and the communication traffic detected by the communication traffic detection unit.
