The elastic bodies 3 are compressed by a case inner wall surface 22 and the sliding member 4 at corner parts contacted to the case inner wall surface 22 for every equal angle so as to bias the sliding member 4 against the shaft center O of the object to be braked in such a way that the sliding area 42 is pressed against the side surfaces 740 of the object to be braked.
