PROBLEM TO BE SOLVED: To provide a disaster prevention information system making the disaster prevention information systems independent for each communication line interoperable, and a transmission and reception method, a disaster prevention information transmission and reception device and a computer program.SOLUTION: A disaster prevention information system includes a transmission and reception device and a plurality of storage devices. The transmission and reception device includes a disaster prevention information reception section and a disaster prevention information transmission section. The disaster prevention information reception section receives first disaster prevention information capable of being acquired via a first communication line and second disaster prevention information capable of being acquired via a second communication line, and causes a first storage device being an active system out of the plurality of storage devices to store the first disaster prevention information and the second disaster prevention information. The disaster prevention information transmission section transmits third disaster prevention information acquired on the basis of the first disaster prevention information stored in the first storage device via the first communication line, and transmits fourth disaster prevention information acquired on the basis of the second disaster prevention information stored in the first storage device via the second communication line.
