PROBLEM TO BE SOLVED: To make it possible to easily detect a faulty attachment of meters upon working of attaching the meters, using images having the meters photographed.SOLUTION: A portable terminal 10 includes: an image processing unit 13 that extracts a meter value from photographing data on an electric meter 1 photographed by a camera 6; a meter management information acquisition unit 12 that acquires meter management information from a management device 4 at a point of time of photographing by the camera 6; a comparison determination unit 14 that compares the meter value included in the meter management information with the meter management information to thereby specify the electric meter matching the meter value extracted from the photographing data; and a result display unit 15 that displays the specified electric meter.
