The reception unit receives first video data from a transmission terminal selected from the plurality of terminals. The control unit performs control to identify an object terminal, i.e. a terminal that can transmit a relatively smaller number of frames in a prescribed period among the plurality of terminals, and to generate second video data obtained by extracting the number of frames that can be distributed to the object terminal from the first video data.
