PROBLEM TO BE SOLVED: To provide a water-based polyurethane resin composition excellent in environmental adaptability, flame retardancy and storage stability and a high flame retardant polyester fiber excellent in environmental adaptability.SOLUTION: There is provided a flame retardant aqueous polyurethane resin composition by dispersing an urethan prepolymer (A) obtained by reacting polyol (a), polyisocyanate (b) and an anionic group introducer (c) and a phosphate ester compound represented by the formula (1) (B) in water and reacting a chain extender (C), with a content of the phosphate ester represented by n=1 of 75 to 85 mass% based on the total amount of the phosphate ester compound (B).
