Zusammenfassung:PROBLEM TO BE SOLVED: To detect a ground displacement with a high precision by focusing attention on the snow melting which is one of the causes of the ground displacement while suppressing the power consumption with a simple structure.SOLUTION: Wireless signals including measurement values from a plurality of sensor nodes 10 provided on an observation area 2 are transmitted to a gateway device 20. The sensor node 10 includes an inclination sensor 15, a wireless device 12 and an antenna 13. The antenna 13 is provided at a height under which at least a portion of the antenna is covered with snow. A server device 30 determines the presence or absence of the snow melting in the observation area 2 based on the change of reception electric field intensity of the wireless signal received from the sensor node 10 by the gateway device 20. When the server device 3 determines that the snow melting exists in the observation area 2, the gateway device 20 transmits a consumption power control instruction 600 including the instruction for releasing the restriction of the power consumption to the sensor node 10.
