PROBLEM TO BE SOLVED: To provide a secondary battery monitoring controller and a method capable of controlling the energy from a secondary battery to be used for original purpose; i.e., for the load unit.SOLUTION: The secondary battery monitoring controller and the method are a controller and a method for monitoring a secondary battery on a serial battery group in which plural secondary batteries are connected to each other in series.
