PROBLEM TO BE SOLVED: To provide cosmetic in which: when hair-bleaching or hair-dyeing is carried out, first agent and second agent are easily mixed; a lot of the mixed and adjusted hair-bleaching agent or hair-dyeing agent may be taken up with a brush; simple induction into hair may be realized; and total operation time, such as hair-dyeing, may be shortened.SOLUTION: There is provided a cosmetics for hair-bleaching or hair-dyeing, in which viscosity of the hair-bleaching agent or hair-dyeing agent prepared by mixing first agent and second agent is 15000 mPa*s or more and 60000 mPa*s or less at 30°C.
