PROBLEM TO BE SOLVED: To enable flexible switching between multicast transmission using MBSFN sub frame and inter-cell interference adjustment without degrading the resource utilization efficiency.SOLUTION: On the basis of the presence or absence of transmission data in each first area constructed by at least some sub frames of plural MBSFN (Multicast-Broadcast Single Frequency Network) sub frames, a transmission data determining part 107 determines which one of a first sub frame to be subjected to multicast transmission and a second sub frame to be subjected to inter-cell interference adjustment is applied to the first area.
