PROBLEM TO BE SOLVED: To provide an oil refiner which refines an oil from an organic substance with superheated steam and enables improvement of the heat recovery efficiency.SOLUTION: An oil refiner 100 thermally decomposes an organic substance with superheated steam and refines an oil from a gas component caused by thermal decomposition. The oil refiner 100 includes: a thermal treatment container 2 storing the organic substance; and a superheated steam generation part 4 for generating the superheated steam and supplying the superheated steam to the thermal treatment container 2.
