Zusammenfassung:PROBLEM TO BE SOLVED: To provide a transparent conductive film being a thin film, suppressing a curl and having excellent durability to a key stroke, ad also to provide a manufacturing method thereof and a touch panel equipped with the transparent conductive film.SOLUTION: A transparent conductive film includes: a surface protective layer at least on one side of a resin base material; and a transparent conductive layer on the surface protective layer. The resin base material is a cycloolefin polymer film formed by solvent casting, containing a nitrogen-containing heterocyclic compound having a structure expressed by a specific general formula, and satisfying a specific formula.
