PROBLEM TO BE SOLVED: To provide a low-costed development device.SOLUTION: A development device comprises: a developer storage section that stores a developer; and developer agitation means that rotates in the developer storage section to agitate the developer. The developer agitation means includes a plurality of collection agitation wings provided in a direction crossing an axis direction of the developer agitation means. A plurality of agitation wing sections, in which adjacent two collection agitation wings in an axial direction of the developer agitation means make a set, are provided in a state where the agitation wing sections are deviated with respect to a circumferential direction of the developer agitation means and a long-side direction thereof.
