PROBLEM TO BE SOLVED: To stability power demand and supply by utilizing power storage devices provided in a predetermined facility that is operated at all the time.SOLUTION: A power demand management device 1 manages the power demand in a user group connected to a power system PL. The power demand management device 1 is connected in a communicable manner to a plurality of power storage devices 43, the power storage devices 43 being provided in a base station 4 as the predetermined facility that is operated at all the time.
