Zusammenfassung:PROBLEM TO BE SOLVED: To improve encoding efficiency.SOLUTION: A statistical processing unit 43 statistically processes a plurality of motion vectors detected for each macro block that is obtained by dividing each of frame images included in a dynamic image for the unit of processing. A motion search unit 44 sets a search range to a reference image that is temporally different from a present processing image, and sets a search starting position within the search range on the basis of a processing result of the statistical processing unit 43. The motion search unit 44 searches the inside of the search range in accordance with a search direction that is set on the basis of the processing result of the statistical processing unit 43, and generates a motion vector (MV) of a target macro block of the present processing image.SELECTED DRAWING: Figure 2 【課題】符号化効率を向上すること。【解決手段】統計処理部43は、動画像に含まれる各フレーム画像が処理単位にて分割されたマクロブロック毎に検出された複数の動きベクトルを統計処理する。動き探索部44は、現処理画像と時間的に異なる参照画像に探索範囲を設定し、統計処理部43の処理結果に基づいて、探索範囲内に探索開始位置を設定する。そして、動き探索部44は、統計処理部43の処理結果に基づいて設定した探索方向にしたがって探索範囲内を探索し、現処理画像の対象マクロブロックの動きベクトル(MV)を生成する。【選択図】図2
