PROBLEM TO BE SOLVED: To provide a communication controller, communication control system, communication control method, and communication control program for further equitably allocating communication resources.SOLUTION: A communication unit 31 performs communication with a communication terminal 20 by using a communication resource. A restriction control unit 32 selects a communication terminal 20 to be a communication partner of the communication unit 31. The restriction control unit 32 includes a reservation information creation unit 34 for creating, in the case where a communication resource is insufficient for communication when having received communication start requests from communication terminals 20 and the number of the communication terminals 20 having performed the requests is smaller than a predetermined number, reservation information showing that a communication resource has been reserved for the communication terminals 20's use.
