Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an air-conditioning optimization device and an air-conditioning control system which are capable of enhancing comfort in an indoor environment.SOLUTION: An air-conditioning optimization device in one embodiment comprises an evaluation value acquisition unit, a first index calculation unit, and a setting value calculation unit. The evaluation value acquisition unit acquires user comfort evaluation values in each zone preset as a part of a series of spaces. The first index calculation unit calculates a first index of the comfort in the zone on the basis of the evaluation values.
