The portable terminal transmits the request to a server 41. The server stores the first identifier in the buffer when the request has the first identifier, generates a second identifier when the request does not have the first identifier, generates a message and stores the message in the buffer together with the second identifier under a condition that an event occurs, transfers the first identifier and the message to the portable terminal when the first identifier exists in the buffer, and transfers the message to the portable terminal when the first identifier does not exist in the buffer. The portable terminal stores information added to a response in the buffer and transfers the response to the on-vehicle terminal.
