PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method with which image representation to provide glossiness on a necessary toner image part, and image representation that is inconspicuous under visible light and visible under non-visible light that is weak visible light on the rear face of a printing surface, can both be achieved.SOLUTION: There is provided an image forming apparatus including: a plurality of image forming means for each forming a color image by overlapping, on a medium, a toner image developed on an image carrier by using a toner; and switching means for switching the order of lamination of the toner images on the medium, where the toner includes a toner that emits light upon irradiation with non-visible light, and the switching means switches the order of lamination of the toner image developed by using the toner that emits light upon irradiation of non-visible light.
