PROBLEM TO BE SOLVED: To provide a base material for a fixing member that suppresses a difference in temperature between both end parts and the central part in the direction of axis of a fixing member and has a relatively simple configuration, a fixing member having the base material for a fixing member as a base layer, a fixing device having the fixing member, and an image forming apparatus including the fixing device.SOLUTION: A base material 70 for a fixing member has a first metal layer 71, a second metal layer 72, and a third metal layer 73.
