The top body 10 comprises: a rotating shaft 12; a supporting part 11 that can support the cap 2 by being brought into pressure contact with an inner wall of a peripheral wall of the cap 2 by elastic force; and a pinion 13 to which the rotating force from the rotating force applying means 20 is inputted.
