PROBLEM TO BE SOLVED: To provide a load distribution function capable of assigning user's applications freely to computers, even if an address of terminals or applications utilized by a user is duplicated between VPNs (Virtual Private Network) of each user.SOLUTION: An access detection unit 402 of a computer distribution device 101 detects a start-up packet from a received communication packet, and determines a type of the start-up packet and a type of an application utilized by a terminal. A computer distribution management unit 403 determines and operates a computer 106 for operating the determined application.
