PROBLEM TO BE SOLVED: To provide an information provision system etc. using BLE radio communication capable of providing information and a service for a plurality of user terminals.SOLUTION: A shop terminal 10 distributes an advertise packet 41, including advertising information 43 constituted by a service ID 45 and a device name 47, with predetermined radio wave intensity using an advertising function of the BLE radio communication. A user terminal 20 located in a radio wave intensity reach range detects the advertise packet 41, and extracts the advertising information 43 in the advertise packet 41.
