The MPPT+ power control part 23 includes an MPPT functional part which calculates an operation voltage command value of a PV array 1 based on an operation voltage and an output current value of the PV array 1 measured with the measurement part 22, and a power control part functional part for controlling with a voltage command output by maximum power point follow-up always from sunrise to sunset, including a case of low solar radiation.
