The inorganic salt comprises one or more selected from the group consisting of ammonium salt, sodium salt, potassium salt, calcium salt, magnesium salt, aluminum salt, and iron compound, and the aggregate comprises one or more selected from the group consisting of slag, waste concrete shell, waste shell, waste roof tile, waste glass, waste ceramics, waste tile, waste brick, and RDF (Refuse Derived Fuel) incinerated ash.
