PROBLEM TO BE SOLVED: To cause a ready device to discriminate an instruction via a public line from an instruction via non-public line.SOLUTION: The communication apparatus includes: a reception section; a determination section; a generation section; and a transmission section. The reception section receives a telegraphic message transmitted to a node. The determination section determines whether the telegraphic message received by the reception section includes an instruction relevant to a communication channel. When the determination section determines that the telegraphic message includes no instruction relevant to the communication channel, the generation section generates a non-via signal which represents that the telegraphic message is received via non-public line.
