PROBLEM TO BE SOLVED: To provide a person recommendation device and the like that can recommend persons who are expected to have knowledge on a target book.SOLUTION: A topical book information provision unit 32 causes a book reading session information storage unit 30 to store comments posted through information terminals. In addition, the topical book information provision unit 32 sets the ID of an electronic book shown when a comment is posted as topical book ID, and causes the book reading session information storage unit 30 to store the ID associated with the comment. When a target book for which recommended persons are to be provided is selected through an information terminal, a recommended person extraction unit 33 extracts posted information having a topical book ID that is the same as the ID of the target electronic book, from the book reading session information storage unit 30, and provides points to each user according to factors such as the number of posts made and keywords included in comments.
