PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit that allows being downsized and quickly operating, for example, after powering on, a vibration device, an electronic apparatus, and a moving body and the like.SOLUTION: A semiconductor integrated circuit includes: an oscillator circuit 12 generating oscillation signals S1 and S2 by vibrating an oscillation element 26, and including a first transistor N1 used for amplifying the oscillation signals; and a delay circuit 18 including a second transistor N2 controlled by the oscillation signals, a capacitor C3 in which electric charges are changed on the basis of a current I2 of the second transistor, and a switch 19 controlling outputs of the oscillation signals on the basis of the amount of electrical charges of the capacitor.
