Zusammenfassung:PROBLEM TO BE SOLVED: To provide a developing roller which is capable of suppressing the decrease of the density of the central part in the width direction of a developer image on a recording sheet and to provide a developing device.SOLUTION: A developing roller 31 includes a cylindrical part 80 made of rubber and a shaft part AP arranged in the cylindrical part 80. The outer diameter of the central part (first columnar part P1) of the shaft part AP is smaller than the outer diameters of both ends (second columnar parts P2) of the shaft part AP.
