Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a device for removing topsoil that can efficiently remove the topsoil of a paddy field for decontamination.SOLUTION: A device 100 for removing topsoil runs on a pair of parallel rails R. The device 100 for removing topsoil has a body 110 whose bottom is provided with wheels 160 running on the rails R. The lower side of the body 110 is provided with a horizontal blade. The horizontal blade can move in a vertical direction and a horizontal direction and can rotate about an axis 111C, with the control of a controlling unit 170. The device 100 for removing topsoil scrapes away topsoil with the horizontal blade whose end is inserted into soil by running forward/backward on the rail R.
