Zusammenfassung:PROBLEM TO BE SOLVED: To quickly start a reformer furnished with a steam reforming catalyst.SOLUTION: The steam reforming catalyst filled into the reformer 70 provided by one embodiment includes: an inorganic oxide carrier including alumina; nickel supported on the inorganic oxide carrier at a supported content of 3-15 pts.mass with respect to 100 pts.mass of the alumina; and palladium supported on the inorganic oxide carrier supporting the nickel at a supported content of 0.01-1.0 pt.mass with respect to 100 pts.mass of the alumina. Hydrogen and steam are fed into the reformer 70 on an occasion for starting the reformer 70, and the inlet portion of the reformer 70 is heated within a temperature range of 250 to 400°C.
