PROBLEM TO BE SOLVED: To provide a ground communication device writing-in device that achieves reduction of power consumption of writing-in processing of writing-in information to a ground communication device and enables ground communication device performance evaluation taking an installation environment into consideration.SOLUTION: A ground communication device writing-in device for writing in writing-in information to be transmitted by a ground communication device to the ground communication device installed along a track comprises: an information storage unit for storing writing-in information that is at least written in the ground communication device; a transmitting unit that has a function to generate a writing-in signal on the basis of the writing-in information; a control unit that has a function to output the control signal in response to signal input from the outside; and an antenna unit including an antenna to transmit the writing-in signal.
