PROBLEM TO BE SOLVED: To solve such a problem that in stock management operation of water meters, sorts, amount, etc. of water meters to be handled in each management operation are enormous, thereby much time and many persons are required for collation/authentification work, human errors may be frequently generated, and thereby rapidity and certainty in workability are lacked.SOLUTION: An IC tag reader is added to a stock management handy terminal based on this invention or an information terminal having the same function and a passive IC tag 15 is attached to a meter concerned, so that history of each meter can be instantaneously and accurately collated/authenticated. Since input/processing to a meter management ledger can be quickly and accurately performed, energy saving of operation is accelerated.
