Zusammenfassung:	PROBLEM TO BE SOLVED: To suitably suppress sloshing and to suitably prevent exposure of a tube bundle from a liquid surface.SOLUTION: A cylindrical heat exchanger includes: a cylindrical container 1 which contains cooling water to have a free liquid surface and is disposed so that an axial direction is horizontal; a tube bundle 5 for cooling fluid to be cooled placed to be soaked in the cooling water in the container 1; and a partition member 10 which is placed with an interval in the axial direction of container 1 and suppresses sloshing of cooling water.
