PROBLEM TO BE SOLVED: To optimize a resource of a message distribution system.SOLUTION: A device connection control unit 14 comprises: an authentication unit 141 which performs authentication of a device 3; a rule storage unit 142 which stores a rule for selecting one message distribution server 13 that connects with the device 3; a device characteristic acquisition unit 143 which acquires characteristics of the device 3; a message distribution server selection unit 144 which selects one message distribution server 13 on the basis of the characteristics and the rule; and a device connection control unit 145 which controls the selected message distribution server and the device 3 to interconnect with each other.
