PROBLEM TO BE SOLVED: To properly and easily perform charging for users of a rental system of returnable distribution containers.SOLUTION: A pallet management device 10 for managing pallets used for transportation of commodities between users and rented by multiple users from a manager includes: an acquisition unit 11 for acquiring tag information received by an RFID reader from an RFID tag attached to a pallet, when the pallet is put in or taken out of a warehouse, including pallet identification information, identification information of the RFID reader and time and date information indicating received time; a calculation unit 12 for, on the basis of the tag information, calculating use information including information concerning a period of time when one user used one pallet, for each pallet, on the grounds of the time and date information; and a charging information output unit 13 for, on the basis of the use information, outputting charging information for each user, depending on use of the pallets.
