Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an electrode catalyst having high catalyst performance suitable for an oxygen reducing electrode for positive electrodes of a polymer electrolyte fuel cell, and an oxygen reducing electrode for positive electrodes using the electrode catalyst.SOLUTION: A complex which is zirconium oxide having an oxygen deficiency includes a sulfur or fluorocarbon coating. A cathode for polymer electrolyte fuel cells carries the complex as a catalyst on an electrode carrier.
