PROBLEM TO BE SOLVED: To remotely monitor an operation state of each signal output device such as the presence/absence of a failure even in the case where a plurality of signal output devices arranged in a distributed manner are not connected to a network, in a system for providing information or services depending on a location of a portable device.SOLUTION: A server device comprises: means for identifying a signal output device from which a signal is outputted on the basis of data transmitted by signals outputted from the signal output devices; means for receiving, from a portable device which receives a signal from any one of the plurality of signal output devices and obtains data transmitted by the signal, a message including the data; and means for detecting a signal output device evaluated as being in a fault state where a signal to be outputted is not normally outputted, on the basis of a receiving situation of the message from the portable device.
