PROBLEM TO BE SOLVED: To make a uniform communication load between partial networks after division, with an uneven distribution of an attribute of node connection relationship.SOLUTION: A network division device for dividing a network including a plurality of division target nodes into a first partial network and a second partial network includes: an acquisition unit for acquiring an index value, indicative of each communication load of the plurality of nodes, and information related to the connection relationship; and a distribution unit for distributing the plurality of nodes to the first partial network and the second partial network in a manner to make an uneven distribution between an external connection node connecting to a node outside the division target network and an internal connection node not connecting to the node outside the division target network, with an equalized communication load between the first partial network and the second partial network.
