PROBLEM TO BE SOLVED: To provide a touch panel device, a control method of the touch panel device and a program which can simplify start-up operation of an application in the touch panel device.SOLUTION: A touch panel device comprises: a contact determination unit 111 which determines whether contact on a touch panel is a normal input operation including a click on a touch panel or an operation that continuously or discontinuously having contact of a finger or the like on the touch panel (on-panel gesture); a first application execution unit 112 which, in response to the normal input operation, executes predetermined operation including start-up of an application; and a second application execution unit 113 which, in response to the on-panel gesture, starts up or operates a predetermined application registered in advance. When the on-panel gesture is detected, the touch panel device executes control of the second application execution unit 113 in preference to control of the first application execution unit 112.
