PROBLEM TO BE SOLVED: To increase the accuracy of determination of the number of abnormal media.SOLUTION: A paper money depositing and dispensing machine 10 allows a control part 12 to function as an input medium counting part for delivering all paper money from a paper money depositing and dispensing part 16, and for conveying it via a discrimination part 18 to a temporary holding part 20, and for conveying it to the paper money depositing and dispensing part 16 to count the number of sheets of input paper money as the total number of paper money delivered from the paper money depositing and dispensing part 16; a normal medium counting part for delivering paper money from the paper money depositing and dispensing part 16 again only by the number of sheets of input paper money, and for conveying it to the discrimination part 18, and for delivering abnormal paper money discriminated to be abnormal by the discrimination part 18 with the following paper money to the paper money depositing and dispensing part 16, and for delivering normal paper money discriminated to be normal by the discrimination part 18 to the temporary holding part 20 to hold it, and for counting the number of sheets of normal paper money as the total number of normal paper money; and a number of sheet of abnormal medium calculation part for subtracting the number of sheets of normal paper money from the number of sheets of input paper money, and for calculating the number of sheets of abnormal paper money as the number of abnormal sheets.
