CONGESTION CONTROL APPARATUS AND CONGESTION CONTROL PROGRAM

PROBLEM TO BE SOLVED: To calculate total control quantity of a repeating device followed by a plurality of congestion areas so that a call loss rate of other areas generating no congestion is not increased when the plurality of areas are simultaneously congested.SOLUTION: A congestion control apparatus 6 includes: a congestion area specification unit 611 for specifying congestion areas and area codes concerned with the respective congestion areas; a total control quantity calculation unit 621 for calculating each total control quantity of a repeating device 2A followed by a subscriber's device 2 accommodating each congestion area to the congestion area; and a control instruction unit 63 for instructing to the repeating device 2A so as to regulate an originating call to each congestion area by each total control quantity.
