PROBLEM TO BE SOLVED: To distribute advertisement information to a communication terminal of a user having high possibility to come to a place corresponding to the advertisement information.SOLUTION: A server device 10 distributes advertisement information according to a distribution condition to a plurality of communication terminals 30 located in a cell of an access point 20A. When connection history information indicating movement into a cell of an access pint 20B provided at a place corresponding to the distributed advertisement information is received from at least one communication terminal 30, the server device 10 stores a visited flag for specifying the communication terminal 30 moved into the cell of the access point 20B in a storage unit, on the basis of the received connection history information. The server device 10 calculates the number of the communication terminals 30 connected to the access point 20B on the basis of the visited flag stored in the storage unit, and changes the distribution condition on the basis of the number of the communication terminals 30.
