Zusammenfassung:PROBLEM TO BE SOLVED: To provide a technique for enabling a mobile terminal to secure an opportunity of talking under an origination restricted condition.SOLUTION: On the basis of origination restriction information for an area in which a plurality of mobile terminals, and priority destinations of origination included in a list of priority destinations of origination pertaining to each of the plurality of mobile terminals are present, respectively, a control system determines a time slot in which a plurality of restricted terminals among the plurality of mobile terminals present in some origination-restricted area can originate a call to the priority destinations of origination in a corresponding list, and transmits information indicating the call-origination-possible time slot to each restricted terminal.
