PROBLEM TO BE SOLVED: To provide a supervision system, a supervision method, and a program which enable a user to accurately confirm a location of a supervision target person without increasing a load on a network.SOLUTION: A supervision system 1 comprises: a setting terminal 400 by which a supervisor B20 sets short-range radio communication devices 200 to be detected by short-range radio communication as supervision points for confirming a location of a supervision target person A10, and transmits information about the set supervision points to a server 300; the server 300 which stores the information about the supervision points received from the setting terminal 400 and also notification destination information for notifying the supervisor B20 by a portable terminal 100; and the portable terminal which transmits a notification to the supervisor B20 on the basis of the notification destination information stored in the server 300, when the short-range radio communication device 200 detected by short-range radio communication is set as one of the supervision points.
