Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a control device for realizing a safety protection system high in reliability and the safety protection system including such a control device.SOLUTION: According to an embodiment, a control device for controlling a processor performing a process of determining whether or not to operate a safety protection function of a nuclear reactor includes: a maintenance tool connector connected with a maintenance tool for maintaining the processor; an input connector for inputting a bypass signal showing whether or not to bypass the process by the processor; maintenance permission means for generating a maintenance permission signal showing whether or not to maintain the processor; and a maintenance tool IF circuit for controlling an access to the processor from the maintenance tool based on the bypass signal and the maintenance permission signal.
