Zusammenfassung:PROBLEM TO BE SOLVED: To improve reliability in a battery monitoring device and a power storage device having the battery monitoring device.SOLUTION: The power storage device comprises: a cell balance circuit CLBALn; a voltage measurement circuit VMES; a cell balance control section BALCT; and a diagnostic section DIAG, for example. The VMES measures voltage VD of a common connection node Nc between a transistor FETn and a resistance R0 in the CLBALn, voltage VC [N+1] and VC [N] of a positive electrode node Np and a negative electrode node Nn in a battery cell BATCL. The BALCT controls on/off of the FETn on the basis of a first differential value between the VC [N+1] and the VC [N]. The DIAG diagnoses presence/absence of abnormalities in the CLBALn on the basis of first information indicating on/off of the FETn, a second differential value between the VC [N+1] and the VD, and a third differential value between the VD and the VC [N].
