PROBLEM TO BE SOLVED: To provide an image forming apparatus which prevents toner scattering in removing an image carrier or a cleaning device.SOLUTION: An image forming apparatus includes a cleaning device 21 for cleaning a surface of an intermediate transfer belt 11. The intermediate transfer belt 11 can be removed from the device body, or the cleaning device 21 can be removed from the device body or the intermediate transfer belt 11. The cleaning device 21 includes a cleaning blade 22 coming into contact with the surface of the intermediate transfer belt 11, a seal member 24 for sealing a rear face of the cleaning blade 22, and an elastic member 24a arranged between the rear face of the cleaning blade 22 and the seal member 24 and having elasticity. The seal member 24 presses the elastic member 24a against the rear face of the cleaning blade 22.
