PROBLEM TO BE SOLVED: To enable reduction of a data amount of a reference image referenced when performing motion compensation on an image without degrading image quality of the image after the motion compensation.SOLUTION: A motion compensation unit controls readout of a reference image referenced when performing motion compensation on an input image, with a range based on a maximum value of a motion amount in a vertical direction of a motion vector of the input image as a target. The motion compensation unit performs motion compensation on the input image using the motion vector and the reference image read out according to the control. The present technique can be applied to, for example, an image processing device that performs frame rate conversion.
